I have dug out my entire sewer line by shovel because its to the right og a two giant trees....massive trenches and found an old clean out for the city to clear my lines at their main and my entrance ...it rained and I pumped out the water and the city building inspector nshows up....I have not I have old 100 year clay pipe with roots ...he says I can't dig that a plumber has to dig it up...whatever the digging is almost done....I told him I don't have the money to pay a plumber to dig,....My husbands been in the building industry for 20 + years and is capable of replacing the line tooo.what are a homeowners rights...or is the city just in it for greed....we are behind our property line with a fence.
